A personal health budget is an amount of money that is spent on meeting the healthcare and wellbeing needs of people, generally those with a long-term illness or disability.

The aim of a personal health budget is to give people more choice and control over the money spent on meeting their healthcare needs. This means that the individual selects treatments and services that meet their needs in a way that is most appropriate for them.

The Department of Health believes this approach will increase people’s satisfaction with the care they receive, while helping to improve their health. Personal health budgets are one way of helping people to be more involved in discussions and decisions about their care.

Blackpool CCG and Blackpool Council have been working in partnership to offer Personal Health Budgets (PHB) Blackpool, since January 2014.

The first group to be able to receive a personal health budget were adult’s receiving NHS Continuing Healthcare, which is NHS-funded long-term health and personal care provided outside hospital.

Children who are eligible for continuing care also have a right to have a personal health budget.

How do I apply?

If you are eligible then a Nurse will meet with you to talk about your Personal Health Budget, your support plan and identify any help you may need to implement your plan.

The length of time this will take depends on your circumstances.

What can a PHB be spent on?

The money must be spent on meeting the health outcomes you will have agreed with your Nurse. This may include services such as home-care, therapies, bespoke equipment or respite.

What can’t it be spent on?

You cannot spend the money on:

  • Anything illegal
  • Statutory acute or community health services

How can I manage my Personal Health Budget?

There are a number of ways you can receive and manage your budget and you should choose the option that you feel is right for you.

  • Direct Payment: A direct payment is a cash payment that is paid into a bank account in your name or your representative’s name to enable you to buy the care and support that you need.
  • Third Party: An organisation opens an individual bank account in your name or your representative’s name, receives your Direct Payment and manages the account on your behalf.
  • Notional Budget: This is where the local council or NHS informs you about how much money there is to spend on your care and support. They discuss with you what support you need and arrange the care and support on your behalf.

Blackpool CCG is working hard to expand Personal Health Budgets into other services and more information will become available in the near future.
