The Joint Strategic Needs Assessment (JSNA) is a joint venture between NHS Blackpool Clinical Commissioning Group and Blackpool Council that aims to promote a common understanding of health and wellbeing and the causes of poor health within the town. This common understanding is the first step in enabling suitable services to be commissioned – or bought — that will improve the health of the people of Blackpool.

JSNA is a programme specified nationally but delivered at a local level. The duty to undertake the JSNA is set out in Section 116 of the Local Government and Public Involvement in Health Act (2007).
